Steps so reproduce, using OMEdit r17414:
1) load ""notInScope.mo"" and open the package (named ""simpleTrain"")
2) double click on ""aaa"" (model in simpleTrain.mo)
3) drag ""ReteNew"" on the aaa model area
4) check model

The following error message is displayed:
""Error: Class simpleTrain.ReteNew not found in scope simpleTrain.aaa.
Error: Error occurred while flattening model simpleTrain.aaa
""
