Since not all options require restarting to see their effect, I assume that it should indicate which options require restarting.

I have some recommendations about it:

1) the text is somewhat misleading, for me much better would be

2) In some of the options sub-windows, e.g. ""Text editor"", ""Modelica editor"", etc. no item has an asterisk. When the user looks at these sub-windows the above-mentioned bottom label is misleading: should be hidden

3) at least in the following case the label is wrong: the check-box ""Enable front end for code generation"" has no asterisk, while it does require restarting to take effect
