 I found an issue with StopTime.
 I created two models RL1 and RL2 identical to RL of this ticket's package TestOptAnn. I removed in both of them StopTime from the experiment annotation.

+) openRL2 and set stopTime=2s using Simulation Setup button.

+) re-simulate several times: simulation time toggles between 1s and 2s
-A this point I see that RL1 keeps 1s and Rl2 keeps 2s in Simulation setup even when switching from a model into another.
-However, both simulations last 1s.
