Full Modelica 3.1 flattening support of those libraries that where fully supported in Modelica 2.1. Substantial speed-up of the flattening process.

Description
The goal for the Red October milestone is to focus work on issues that will:
*Result in substantial speed-up of the flattening process
*Secure full Modelica 3.1 flattening support of those libraries that where fully supported in Modelica 2.1
This should be performed in a way that:
*Minimizes risks of secondary effects on the Compiler (kernel)
*Minimizes the risk of not meeting the deadline 2010-10-15!
