parameter fileName in CombiTimeTable should be a short name (without path), relative to the model file

Description
Since the current directory of OMEdit can not be set from the GUI, the parameter fileName in CombiTimeTable and similar blocks has to given as an absolute path name. This makes distribution of models to other users difficult. It would be easier if one could enter the filename relative to the model directory, which often would be the same for the table data.

OMEdit now has an option to set the working directory. This fixes the problem.

This is a library issue. There exists calls to use modelica://: Utilities.Files.loadResource
