RoomCO2WithControls goes into infinite loop during simulation

Description
The model Modelica.Fluid.Examples.TraceSubstances.RoomCO2WithControls goes into an infinite loop or just takes a very long time to simulate after my changes in r15866. The only thing that's changed is the sorting of elements during instantiation, and the flattened model is the same as before except that some components have moved around a bit. So this seems like a backend issue, since the order of the components shouldn't matter.

According to https://libraries.openmodelica.org/branches/overview-combined.html, this has been working correctly since 1.9.2
