Description
An OMNotebook consists of cells that may ordered in a hierarchical way. It should be possible to change and reorder these cells and the hierarchical order easily. This is currently not possible or very difficult.

This ticket was not closed for 1.9.1, which has now been released. It was batch modified for milestone 1.9.2 (but maybe an empty milestone was more appropriate; feel free to change it).

Added functionality to move cells up and down by clicking on the cells(cursor selection of cells), and also added functionality to change hierarchical order of cells by selecting the cells and move to a position of the users choice.
