Use new Modelica terminology, "restricted class" -> "specialized class"

Description
To conform with the current Modelica specification, error messages should use the new phrasing with "specialized" instead of "restricted".
Messages that need update include the following defined in Code/Compiler/Util/Error.mo:
TYPE_NOT_FROM_PREDEFINED, RESTRICTION_VIOLATION, TRANS_VIOLATION, INST_INVALID_RESTRICTION
