No MathML Output for Conditions of When Equations

Description

The condition of when equations appears in child tag <whenEquationId>, but it is just a string. It should be possible to output the MathML expression like the equation itself.

Fixed in r18021. Added also the attached model as a test.

I will change <whenEquationId> to <whenEquationCondition> as is more correct.
