Bootstrapped OMC needs to handle -flags

Description
OMC currently just says "Execution failed!" when a flag is given using - instead of +. The Flags module needs to be updated to also handle -, and we should probably also switch to using - in the help text to be more unixy.

It doesn't make sense to keep closed ticket in the "Future" milestone that were simply forgotten to assign to the correct milestone in the past.
