When installing OpenModelica give a warning if OMDEV environment variable is present

Description
People ran into issues if they don't update OMDev as OMDev is used on Windows if the OMDEV environment variable is defined. We should warn the user during the OpenModelica installation that OMDEV i defined and it OMDev should be updated.

It doesn't make sense to keep closed ticket in the "Future" milestone that were simply forgotten to assign to the correct milestone in the past.
