Description
I discovered a problem with the behaviour of moist air below 273.16K for an atmospheric simulation at relative humidity of 1. Due to only taking liquid water properties in the mixture, heat capacity and other data of the water vapor phase is missing there.
I suggest Solution by using a polynomial for the cp value of water vapor as a function Temperature.

Sorting away the closed as invalid, won't fix and duplicate tickets from Future.

Unless I misunderstood you this is an issue with the Modelica standard library, which OpenModelica bundles with the installer. In that case, please submit a ticket to the Modelica Association instead.
