OMEdit should not allow dragging components onto diagram layer of a package

Description
Currently this is possible and leads to "funny" situations especially amongst newbies.
It should probably neither be allowed for:
- records
- connector (not 100% sure here)
- function

No I could not find any restrictions regarding diagram and icon layer. Not even for package. So restricting it for package only for now is probably good enough and could be extended later on if problems occur. Thanks.

I have disabled dragging components onto diagram layer of package in 58588db/OMEdit. I am not sure about record, connector & function, Dymola allows dragging components on them. Did you find anything useful about it in the specification?
