Flag to deactivate tearing for certain components

Description

In connection with the issue from #3487 it should also be possible to skip tearing for selected components by a compiler flag. Deactivating tearing for single SCCs could perhaps improve the simulation in some cases and will be helpfull for analysing tearing problems. Therefore strong components should be counted and indexed.
