Changes after restart

In the bottom of OMEdit tools|Options there is a label saying

* The changes will take effect after restart.

Since not all options require restarging to see their effect, I assume that it should indicate which options require restarting.

I have some recommendations about it:

1) the text is somewhat misleading, for me much better would be

*These changes will take effect after restart.

2) In some of the options sub-windows, e.g. "Text editor", "Modelica editor", etc. no item has an asterisk. When the user looks at these sub-windows the above-mentioned bottom label is misleading: should be hidden

3) at least in the following case the label is wrong: the check-box "Enable front end for code generation" has no asterisk, while it does require restarting to take effect
