AddClassAnnotation adds the duplicate annotations to the model.

Description

If we have a model which contains annotations in the equation section and then we open it up in OMEdit, (Since OMEdit uses the AddClassAnnotation command of OMC API) it will add annotations before the equation section as well. Which means we do have duplicate annotations now.
