OpenCL headers should be moved to OMDEV

Description
The headers in trunk/SimulationRuntime/ParModelica/OpenCLRuntime/CL belong in the OS (OMDEV for Windows). So does trunk/SimulationRuntime/ParModelica/OpenCLRuntime/OpenCL.lib.
On Linux they are found in the package opencl-headers, and on OSX using #include <OpenCL/cl.h>.

- Moved them to /OMDev/tools/mingw/ for now.
- Actually they should be removed completely. It is just that there is no common path for OpenCL on Windows. Every vendor has it's own env variable defined.
