Add support for calling functions in OMEdit

Description
Currently there is not way to call a function from OMEdit.
We would need some small dialog for that maybe as a new tab
where Message Browser currently is.
Basically this is the OMC Logger with a send string functionality
because the function call will be sent to OMC. So one idea would
be to move OMC logger to the proposed location.
Also, I would suggest filtering out the messages inside the
OMC Logger using a checkbox (to show only the non graphical APIs
calls and results).

This functionality is already available. I think we implemented it for the last release i.e., 1.13 but forgot to close this ticket.
This ticket was not closed for 1.9.1, which has now been released. It was batch modified for milestone 1.9.2 (but maybe an empty milestone was more appropriate; feel free to change it).
