Windows Nightly installer broken

Description
The nightly windows installer (OpenModelica-v1.9.3-dev-214-g107a27f.exe) is broken for me: I'm stuck on the "Choose Install Location" page. If I select a non-existing directory I get the error message that the installation directory is not empty. If I select an empty directory, pressing "Next" does nothing.

It doesn't make sense to keep closed ticket in the "Future" milestone that were simply forgotten to assign to the correct milestone in the past.
