OpenModelica 1.9.3 Installer for Windows 7 - Path Setup Fails

Description
When installing OM 1.9.3 with the provided installer, OM is only set-up correctly for the admin user. Other users with non-admin rights are not able to execute e.g. OMEdit ("path" missing errors). Also, the links in the start menu are missing for non-admin users.
I assume that the installer does not setup OM for all users, just for the admin. This behavior has changed since 1.9.2.

I re-installed 1.9.2 meanwhile. The 1.9.2 installer explictly asks for "installing only for the current user" or "installing for all users", 1.9.4 does not.
