Clarify use of compiler and simulation flags in OMEdit

Description
In OMEdit you can set flags in two places: one is Tools|Options|Simulation|OMC Flags, the other one is Simulation|Simulation Setup|Simulation Flags|Additional Simulation Flags.
For the first one, the user gets some hint by an example popping up when hovering over the title of the box, which is already quite good. I'd suggest to add a link to the User's Guide page, so that one can immediately get a comprehensive list of all options available. In fact, I understand the online page refers to the latest nightly build, so it might be out of sync - then, it might be better to store the html page internally when building the tool and use OMEdit's html viewer to show it.
For the second one, the same considerations apply. Also, please add the example when hovering with the pointer over the title of the input box.

The links are always local. We ship offline version of users guide with each nightly build so they are always synced.
