Use template files for Makefiles for C and FMU build that users can change

Description
Would be nice to have some template Makefiles for building C and FMU which we can populate with values. We could store them in /share/omc/scripts.
This way the users can edit these templates to their liking making much easier and flexible to do what they want.

This sounds more like an enhancement, like a defect. But one I would also like to have. I was not sure whether I should just change it from defect to enhancement.

Currently these are hardcoded via templates in Susan which requires recompiling the compiler to change.
