OMSimulator header files missing in Ubuntu packages

Description
The header files for /usr/include/omc/omsi and /usr/include/omc/omsic are not contained in any package on Ubuntu (eoan and bionic).
Steps to reproduce:
apt -b source libomsimulator
Then compare the contents of /usr/include/omc of a full installation with the contents of BUILD_PATH/openmodelica-1.16.0_VERSION/debian/tmp/usr/include/omc
Possible solution:
create new package "libomsimulator-dev"
