Description
There are already some warnings for parameters with binding and fixed=false, without binding and fixed=true, and so on (some cases are still not covered, see https://trac.openmodelica.org/OpenModelica/browser/trunk/testsuite/simulation/modelica/initialization/parameters.mos?rev=19092). Unfortunately, some of them are thrown in the front end and some in the back end. It would be better to move all of them to the front end, because then they get also covered by “checkModel”.
Due to some issues in the front end, this cannot be done right now. So I will move all of the warning back into the back end to keep them all together.
We should think about extending the checkModel phase between front and back end and moving all these warning there.

I removed all wrongly thrown warnings and multiple warnings in r19097. Also I added the missing case for parameters without start value and without binding.
