DrModelica chapter on time is wrong

Description
The entire chapter on time (under section 6) in DrModelica is wrong. It talks about time.start being set to the start time of the simulation and how it can be used in models. But time.start is not accessible in a model, see the entry for 'attribute' in appendix A of the spec.
The chapter does point out that this currently doesn't work in Modelica, but since there's no plans that I know of to allow it I don't see the point of the chapter. It would probably be better to replace the chapter with a description of how time actually works and how it can be used for modelling.
Fixed in r20385. I completely rewrote the section, since the only sentence that was not wrong was "This doesn't work in the current version of Modelica".
