Problem with stacking of icons

When on has a smaller icon in front of a larger one then the smaller should be clickable independent on the order the components appear in the code.
The attached M.mo demonstrates the issue:
gain1 and gain2 can not be selected unless the larger icon around is moved out of the way. gain3 and gain4 show the expected behaviour.
Currently one needs to make sure that the larger icons appear first in the code in order that it works.

Releasing 1.14.0 which is stable and has many improvements w.r.t. 1.13.2. This issue is rescheduled to 1.16.0
