Strange license of FMI run-time

Description
In the license header of FMI run-time (see here https://github.com/OpenModelica/OMCompiler/blob/master/SimulationRuntime/c/fmi/FMI1Common.c for example) there is quite strange text. Is it by design or just copy-pasted from the main license headers?
* THIS PROGRAM IS PROVIDED UNDER THE TERMS OF THE BSD NEW LICENSE OR THE * GPL VERSION 3 LICENSE OR THE OSMC PUBLIC LICENSE (OSMC-PL) VERSION 1.2. * ANY USE, REPRODUCTION OR DISTRIBUTION OF THIS PROGRAM CONSTITUTES * RECIPIENT'S ACCEPTANCE OF THE OSMC PUBLIC LICENSE OR THE GPL VERSION 3, * ACCORDING TO RECIPIENTS CHOICE.
Note that the first 2 lines mention 3 license options, while the next 3 lines mention only two of them.
