Can't run OpenModelica install-executable on Windows via explorer

Description
I can't run the install executable for OpenModelica (downloaded from https://build.openmodelica.org/omc/builds/windows/nightly-builds/64bit/OpenModelica-v1.14.0-dev-62-g8a20ce05c-64bit.exe) with a double-click in Windows Explorer.
Also right-clicking and "Run as Administrator" does not work.
In both cases Windows indicates that something is working (with that round spinning symbol next to the cursor) but nothing happens. No process is visible in the Task-Manager.
Workaround: Running via Cmd on Windows does start the Setup Wizard.
I am using Windows 10 Enterprise with full admin rights.
The problem is probalby connected to ticket #4829 and my PC is set up to ignore "unsafe" executables completly.

Your alt-tab trick does not work for me.
Well I have posted a working alternative using Cmd and I hope not may users are experiencing the same problem at the moment. So you are right, it has not the highest priority.

I guess for the time being if you want to use OMC Windows nightly you have change the settings of your PC to conditionally accept "unsafe" software. I don't think Windows nightlies are a threat, but unless we manage the certificate thing, Windows assumes the worst.

Retargeted to 1.18.0 because of 1.17.0 timed release.
Sometimes it happened to me that the SmartScreen window started in the background, so it was waiting for input but not visible. I had to Alt-Tab it to the foreground to click on the "Make an exception" link. Does this work for you?
It is true that the proper way to fix this problem is to issue properly signed installers (#4829), so that this step is no longer needed. But I guess Adrian has to get the new API working first :)
