OMEdit requires restart for changed translation flags

OMEdit takes Tools->Options->Simulation->Additional Translation Flags only once. It is not possible to change those flags for repeated simulations. Changes are considered after a restart of OMEdit.
This makes it hard to analyse problems, such as #6254.
Observed with 1.16.1 32bit under Windows.
