Add the Reload feature in OMEdit

Description
When working with OpenModelica and other tools (including a text editor) it often happens that modifications to a work-in-progress library are done outside OMEdit. In order to get them in, one currently needs to first unload the library, and the load it again, either by providing the full pathname (which is a pain) or by using the recent file list.
It would be much nicer to be able to perform this action by a single operation "Reload", preferably placed under "Unload" in the context menu of the Libraries Browser
